These terms and conditions are applicable to Global Collection Services SA (“GCS”) users and their use of prepaid cards, both physical and virtual, offered by GCS (hereinafter referred to as the “Prepaid Card” or “Prepaid Cards”). Any person who does not accept these terms and conditions, which are binding, should refrain from applying for and using prepaid cards.

The Prepaid Card issued by GCS is licensed to use the trademark of Western Union Financial Services Argentina S.R.L., allowing the Western Union brand to be included on the Prepaid Card. Accordingly, the card will be called the ” Tarjeta Prepaga Western Union ” Additionally, GCS is also licensed to use the Pago Fácil trademark from Servicio Electrónico de Pago S.A., allowing the Pago Fácil brand to also be included on the Prepaid Card.
However, in any case, any claim or query that the User would like to make regarding the “Tarjeta Prepaga Western Union” must be addressed through the channels enabled for this purpose, which are 0800-444-3224 and the URL www.westernunion.com/ar/prepaga
1. Prepaid Cards
1.1. Prepaid Cards allow the User to load them with funds. Prepaid Cards should be treated with the same care as handling cash.
1.2. Prepaid Cards are reloadable physical or virtual cards that can be used to purchase goods, services, and/or withdraw funds in the Argentine Republic at establishments affiliated with the Visa network. They may also be used to purchase goods and/or services abroad at establishments affiliated with the Visa network, provided that the cardholder has a national identity document issued by the Argentine Republic. Otherwise, the acquisition of goods and/or services abroad will not be possible.
1.2.1. In all cases, the use of Prepaid Cards will be subject to the availability of the Visa network, as well as the availability of ATMs, circumstances beyond the control of GCS. The approval of the transaction will be carried out according to the specific procedures depending on the type of transaction or payment channel used. In any case, compliance with the requirements necessary to carry out the transaction is defined by Visa and, in all cases, implies the acceptance of the transaction and the consequent payment responsibility by the User and/or Cardholder.
1.2.2. Payments or withdrawals of funds made with any of the Prepaid Cards will be debited from the available fund balance that the User has previously loaded onto their card. Under no circumstances may cash withdrawals be made at ATMs outside the Argentine Republic.
1.3. Prepaid Cards are personal and non-transferable. The User and/or Cardholder is solely responsible for the safekeeping and confidentiality of the Prepaid Cards, their data, and their passwords. Therefore, the User and/or Cardholder is responsible for all operations carried out with the Prepaid Cards. Access keys to the digital channels that GCS makes available to Users and/or Cardholders, as well as ATM PINs and codes for cash withdrawals at GCS locations, are also personal and non-transferable.
1.4. The number of transactions carried out with the Prepaid Cards, as well as Fees and/or any commission or charge associated with such transactions, will be debited from the amount loaded on the respective Card, in full and in a single action. If the available funds on the Card are insufficient, the transaction will not be authorized. The User acknowledges and agrees that Prepaid Cards do not provide for the possibility of granting credit or using funds that have not been loaded onto the cards.
1.5. Transactions made with Prepaid Cards may be consulted in the Card’s transaction history via the USER WEBSITE.
1.6. Any full or partial cancellation of a purchase transaction must be requested by the Cardholder to the establishment. At the time of the cancellation request, the Cardholder must obtain the corresponding cancellation receipt directly from the establishment. The balances of the Prepaid Cards will be refunded to the User upon approval of the cancellation by Visa.
1.7. After activation, physical and/or virtual Prepaid Cards may be used within their validity period, subject to the available balance on the Card, and within the daily usage limits for transactions established by GCS and/or associated service networks.
1.8. The holder of the physical Prepaid Cards must access the USER WEBSITE to register and, if in agreement, accept the terms and conditions on the USER WEBSITE. Then, the holder must link the acquired physical Prepaid Card on the USER WEBSITE. In this way, the holder will have access to the details of all transactions made, account statements, balance inquiries, transaction status verification, search for authorized locations, block and unblock cards, change or create PINs, manage cash withdrawals.
1.9. If the card is stolen, robbed, or lost by the holder and the customer does not report the incident, no claims will be possible, and the customer is responsible for all charges.
2.0. Customer service process of the website.
2. Physical Prepaid Card
2.1. The physical Prepaid Card is an unnamed plastic but will be associated with a natural person who must provide all identification data required by GCS at the time of acquiring the Prepaid Card. The physical Prepaid Card may be used to make in-person payments, over the internet, by phone, or by any other enabled channel.
2.2. Once received at the point of sale, the physical Prepaid Card will already be activated for use. To make withdrawals at ATMs, the user must generate their PIN through the USER WEBSITE or any other option defined in the future, following the corresponding instructions. Additionally, if the user chooses to make cash withdrawals from ATMs, it is noted that these operations may have additional charges beyond those listed in the fee schedule charged by GCS and are at the discretion of the administrators of those ATMs, Visa, or any other entity outside of GCS.
2.3. For security reasons, incorrect entry of the physical Prepaid Card PIN at an ATM may result in the retention of the physical Prepaid Card by the ATM service network. In such a case, the Cardholder must request the blocking of the card through the USER WEBSITE and go to an authorized Pago Fácil location to request a new physical Prepaid Card if desired (replacement may have a cost visible in the FEE SCHEDULE section within the USER WEBSITE or to withdraw the funds available on their Card).
3. Ownership and Request
3.1. Any User, who is a natural person, may be the holder of a physical Prepaid Card (the “Holder”).
3.2. When requesting any of the Prepaid Cards, the User must provide accurate, truthful, and complete data and documents required (full name, real address, phone number, etc.). Additionally, the Holder must keep such data or documentation updated by providing them to GCS through the enabled channels.
3.3. All information or documentation provided to GCS by the User or Holder has the character of a sworn statement. However, GCS may at any time request supporting documents or additional information to complete or verify the information provided by a User or Holder, including when certain thresholds of monthly transactions carried out by the Holder are exceeded.
3.4. GCS may reject a request for a Virtual and/or physical Prepaid Card, suspend it, or cancel it if inconsistencies are detected in the data or documentation provided by a User or Holder or if the User or Holder does not provide the requested additional data or documentation. Likewise, GCS may, in any case, reject a request for a virtual and/or physical Prepaid Card at its sole discretion without needing to provide justification to the User.
3.5. The request for a physical Prepaid Card does not imply the request for a Virtual Prepaid Card and vice versa. The issuance of a physical Prepaid Card does not imply that GCS must also accept the request for a virtual Prepaid Card and vice versa.
4. Delivery and Receipt
4.1. The physical Prepaid Card will be handed over in person at authorized points of sale to Users or Holders, to any adult natural person. If the packaging containing the physical Prepaid Card is damaged or tampered with, the User or Holder must refuse receipt and request a new card at the point of sale.
4.2. The physical Prepaid Card may also be sent to the User or Holder’s address, provided that GCS has the provision of such home delivery service enabled.
4.3. GCS may apply issuance, reissuance, and/or replacement fees for Prepaid Cards, as well as for the provision of the home delivery service for the Prepaid Card, which will be communicated to the User at the time of the request and through the fee schedule (the “Fee Schedule”).
5. Validity of Prepaid Cards
5.1. All Prepaid Cards will have a validity period of not less than 1 year from the moment the plastic is delivered to the user (the “Validity Period”), without prejudice to GCS’s right to suspend and/or cancel it at any time at its discretion, with or without prior notice to the User, and without prejudice to the User’s right to suspend and/or cancel it at any time. GCS may cancel any Prepaid Card if it is not used for a period of 6 months or more, without prior notice to its Holder. In any case, it is understood that the User expresses their agreement with the Validity Period of the Prepaid Card by receiving it without objection.
5.2. Upon expiration of the Validity Period, the Prepaid Card will be automatically canceled. The user must go to a location authorized by GCS to request a new physical Prepaid Card if desired (replacement may have a cost visible in the FEE SCHEDULE section within the USER WEBSITE or to withdraw the funds available on their Card).
5.3. We may decide to send it directly to the customer’s home without prior notice and charge a fee.
5.4. In the case of a virtual card, it will be generated automatically.
5.5. If there is any transaction pending processing and the card has expired, it will still be charged.
6. Fees
6.1. The fees applicable to obtaining and using any of the Prepaid Cards are available for consultation at all times in the Fee Schedule (the “Fees”).
6.2. The fees applicable to obtaining and using any of the Prepaid Cards will also always be available for consultation at locations authorized by GCS.
6.3. Withdrawals of funds at ATMs may be subject to additional Fees applied directly by the companies responsible for the ATMs, without GCS’s intervention. These Fees may also be consulted by Users and/or Holders in the Fee Schedule, as reported on the USER WEBSITE.
7. Cancellation or Suspension of Prepaid Cards
7.1. The User may request the voluntary cancellation of their physical and/or virtual Prepaid Cards at any time through the channels enabled by GCS.
7.2. Additionally, physical and/or virtual Prepaid Cards may be canceled or suspended, without limitation, in the following cases: (i) report of damage, loss, theft, or robbery of the Prepaid Cards by the Holder, (ii) court order or request by a competent authority, (iii) suspicion of fraud, illegal or prohibited use at GCS’s or Visa’s sole discretion, (iv) suspension or cancellation of the Card, (v) failure to provide GCS with requested information or documentation, and (vi) breach of these terms and conditions.
7.3. If there is a transaction pending to be charged after the date of cancellation or suspension, the customer is responsible for honoring it. This also applies to commissions.
8. Reporting Loss, Theft, Cancellation, and Reissuance of Prepaid Cards
8.1. The User must immediately notify GCS through any enabled channel of the loss, theft, or misuse of any Prepaid Card. The Prepaid Card reported as lost, stolen, or misused will be canceled and cannot be reactivated.
8.2. The User will be solely responsible for the use of their Prepaid Cards until they notify the event and obtain confirmation of the cancellation of the respective Prepaid Card from GCS. GCS and Visa will not be responsible in any case for the use of Prepaid Cards before their effective cancellation.
8.3. Once canceled, the issuance of a new Prepaid Card may be subject to reissuance and/or replacement fees, as indicated in the Fee Schedule.
8.4. Any transaction after the date of reporting loss, theft, cancellation, and new issuance must be paid by the customer, including associated commissions.
9. Affidavit of PEP and Source of Funds
9.1. Global Collection Services S.A. is a Subject Obliged before the Financial Information Unit (“UIF”), according to Resolution 76/2019. Accordingly, and in compliance with current regulations on Money Laundering and Terrorism Financing Prevention (“AML/CTF”), it is required to collect certain information and/or documentation from Users, which must be kept updated to comply with identification, verification, knowledge, and monitoring processes of the Users and their operations, which may vary depending on the User’s activity.
9.2. The User expressly acknowledges and accepts that GCS, as a Subject Obliged, may share the User’s information and documentation files with other companies within the same economic group, in order to comply with regulatory obligations.
10. Customer Service Channels
10.1. GCS provides the Cardholder with various customer service channels to clarify doubts or make inquiries related to the Prepaid Cards. The Cardholder can obtain assistance in the Help section of the USER WEB.
11. Operations Abroad
11.1. The exchange rate considered for converting foreign currency to Argentine pesos for transactions made with Prepaid Cards abroad will be the rate set by Visa for this type of operation on the day the transaction is made. The seller exchange rate published by the Banco de la Nación Argentina for electronic channels on the same business day of the payment date, or the immediately preceding business day if payment is made on a non-business day, will be applied.
11.2. GCS does not intervene in setting any exchange rate for these types of Operations Abroad.
12. Limitation of Liability of GCS
12.1. GCS does not guarantee uninterrupted access to the channels for using the Prepaid Cards, which may be unavailable due to technical issues, internet failures, Visa network unavailability, unavailability of ATMs or cash withdrawal points linked to the network, or any other reason, even if outside GCS’s control.
12.2. Users or Cardholders release GCS from all liability for direct damage, lost profits, or any other damage or loss that the Cardholder may suffer related to transactions made, rejected, or restricted with the Prepaid Cards.
12.3. If the Visa network goes down or the ATM network does not work, or any other channel through which the client can make a transaction fails, this is not our responsibility.
12.4. Security measures implemented by each channel or the Argentine government are also not our responsibility.
13. GCS as a Non-Financial Credit Provider
13.1. GCS is not authorized to operate as a financial entity by the Central Bank of the Argentine Republic. GCS does not provide the user with any banking or foreign exchange services. Funds deposited on the User’s Card do not constitute deposits in a financial entity and do not have any guarantees that such deposits may have under applicable laws and regulations on deposits in financial institutions.
13.2. GCS is an entity authorized by the Central Bank of the Argentine Republic to provide services as a Non-Financial Credit Provider, within the scope established for issuing Prepaid Cards.
14. User Personal Information
14.1. The User understands and acknowledges that to acquire and use the Prepaid Card, they must provide personal information that may be shared, if necessary, with various local or international companies involved in some part of the processes related to registration, balance management, and transaction authorization.
14.2. The User agrees to be contacted at the email and/or phone number provided at the time of registering the prepaid card account.
14.3. The User agrees to receive promotional material via email and/or phone and may revoke this consent by requesting cancellation in the USER WEB.
14.4. The User authorizes GCS to disclose information to third parties about the Prepaid Card or transactions made with it:
• (1) When necessary to enable transactions with Prepaid Cards;
• (2) To verify the existence and status of the Prepaid Card for a third party, such as a merchant;
• (3) To comply with court orders or government agencies or other legal reporting requirements;
• (4) If the User gives written permission;
• (5) To GCS employees, auditors, subsidiaries, or service providers as necessary; or
• (6) As necessary to comply with GCS’s obligations under these terms and conditions.
The User freely, expressly, and informedly consent to GCS collecting, processing, and handling their personal data in accordance with Law No. 25,326 on Personal Data Protection and regulations issued by the Public Information Access Agency. The Cardholder understands and agrees that their personal data will be collected and processed for purposes related to the Card. The Cardholder acknowledges and consents that their personal data may be transferred to third parties, including entities located in jurisdictions that may not provide the same level of data protection as Argentina. They also authorize their information and documentation forming their client file to be shared with companies that are part of the GCS Group (understood as two or more Obliged Subjects included in Article 20 of Law No. 25,246, complementary and amending laws, linked by control relationships or belonging to the same economic and/or corporate organization).
The Cardholder acknowledges being informed of their rights to access, rectify, update, and delete their personal data, as well as to object to the processing of their data for specific purposes. These rights may be exercised by contacting [_].
15. Legal Proceedings
GCS will be obligated to comply with any legal process, including, without limitation, any judicial attachment order, precautionary measure, execution, or judicial order that GCS considers legally valid concerning the Prepaid Card. The User agrees that GCS must respect any valid legal process and that GCS will have no liability to the user for complying with such legal processes.
16. Other Terms
GCS reserves the right to modify or change these terms, in which case it will notify the modifications or changes according to applicable law before the effective date of the change. However, if the change is made for security reasons, GCS may implement the change without prior notice. Such changes will be published on the channels that GCS deems appropriate.
