Western Union Prepaid Card Terms and Conditions

These terms and conditions apply to the User of Global Collection Services SA (“GCS”) regarding the use of prepaid cards, both physical and virtual, offered by GCS (individually referred to as the “Prepaid Card” or the “Prepaid Cards”). Anyone who does not accept these terms and conditions, which are mandatory and binding, must refrain from requesting and using the Prepaid Cards.

The Prepaid Card issued by GCS is licensed to use the Western Union Financial Services Argentina S.R.L. trademark, allowing the Western Union brand to be included on the Prepaid Card. Therefore, the card will be called the “Western Union Prepaid Card.” GCS also holds a license to use the Pago Fácil de Servicio Electrónico de Pago S.A. trademark. so that the Pago Fácil brand is also included on the Prepaid Card.

However, in any case, any claim or inquiry that the User may wish to make regarding the “Western Union Prepaid Card” must be directed through the channels enabled for this purpose, which are 0800-444-3224 and the URL www.westernunion.com/ar/prepaga

1. Prepaid Cards

1.1. Prepaid Cards can be loaded with funds from the User. Prepaid Cards must be treated with the same care as cash.

1.2. Prepaid Cards are physical or virtual reloadable cards that can be used to purchase goods, services, and/or withdraw funds in Argentina at establishments associated with the Visa network. They can also be used to purchase goods and/or services abroad at establishments associated with the Visa network, provided the cardholder has a national identity document issued by Argentina. Otherwise, purchases of goods and/or services abroad will not be possible.

1.2.1. In all cases, the use of Prepaid Cards will be subject to the availability of the Visa network, as well as the availability of ATMs, circumstances beyond GCS’s control. Transaction approval will be carried out according to the specific procedures depending on the type of transaction or payment channel used. In any case, compliance with the requirements necessary to carry out the transaction is defined by Visa and, in all cases, implies acceptance of the transaction and the corresponding payment responsibility on the part of the User and/or Cardholder.

1.2.2 Payments or withdrawals made with any of the Prepaid Cards will be debited from the available balance that the User has previously loaded onto their card. Under no circumstances may cash withdrawals be made at ATM networks outside of Argentina.

1.3. Prepaid Cards are personal and non-transferable. The User and/or Cardholder shall be solely responsible for the safekeeping and confidentiality of the Prepaid Cards, their data, and their passwords. Therefore, the User and/or Cardholder is responsible for all transactions made with the Prepaid Cards. Access codes to the digital channels that GCS makes available to Users and/or Cardholders, as well as ATM PINs and codes for cash withdrawals at GCS locations, are also personal and non-transferable.

1.4. The amounts of transactions made with the Prepaid Cards, as well as any fees and/or commissions or charges associated with said transactions, will be debited from the amount loaded onto the respective Card, in full and in a single transaction. If the funds available on the Card are insufficient, the transaction will not be authorized. The User acknowledges and accepts that the Prepaid Cards do not allow for the issuance of credit or the use of funds that have not been loaded onto the cards.

1.5. Transactions made with Prepaid Cards can be viewed in the Card statement through the USER WEBSITE.

1.6. Any cancellation, total or partial, of a purchase transaction must be requested by the Cardholder from the establishment. At the time of the cancellation request, the Cardholder must obtain the corresponding cancellation receipt directly from the establishment. Prepaid Card balances will be refunded to the User upon approval of the cancellation by Visa.

1.7. After activation, physical and/or virtual Prepaid Cards can be used within their validity period, subject to the available balance on the Card, and within the daily spending limits for transactions determined by GCS and/or associated service networks.

1.8. The holder of physical Prepaid Cards must access the USER WEBSITE to register.

The user must register and, if they agree, accept the terms and conditions on the USER WEBSITE. Then, the cardholder must link the physical Prepaid Card purchased on the USER WEBSITE. This will give the cardholder access to details of all transactions, account summaries, balance inquiries, transaction status, a search for authorized locations, the ability to block and unblock cards, change or create PINs, and manage cash withdrawals.

1.9 If the card is lost, stolen, or misappropriated by the cardholder and the customer does not report this incident, no claim can be made, and the customer is responsible for all charges.

2.0 Customer Service Process on the Website

2. Physical Prepaid Card

2.1 The physical Prepaid Card is an anonymous card, but it will be associated with a specific individual who must provide all their identifying information requested by GCS at the time of purchase. The physical Prepaid Card can be used to make payments in person, online, by phone, or through any other enabled channel.

2.2. Once received at the point of sale, the physical Prepaid Card will be activated for use. To make withdrawals at ATMs, the user must generate their PIN through the USER WEBSITE or any other option that may be defined in the future, following the corresponding instructions. Furthermore, if the user chooses to withdraw money from ATMs, please note that these transactions may incur additional charges beyond those listed in the GCS fee schedule. These additional charges are at the discretion of the ATM operators, Visa, or any other entity not affiliated with GCS.

2.3. For security reasons, incorrect entry of the Prepaid Card PIN at an ATM may result in the card being retained by the ATM network. In that case, the Cardholder must request the card be blocked through the USER WEBSITE and go to an authorized Pago Fácil location to request a new physical Prepaid Card if desired (replacement may have a cost, which can be viewed in the FEE SCHEDULE section of the USER WEBSITE) or to withdraw the funds on their Card.

3. Ownership and Application

3.1. Any User who is a natural person may be the owner of a physical Prepaid Card (the “Owner”).

3.2. When requesting any of the Prepaid Cards, the User must provide accurate, truthful, and complete information and documents requested (full name, physical address, telephone number, etc.). The Owner must also keep this information and documentation updated by providing it to GCS through the authorized channels.

3.3. All information and documentation provided to GCS by the User or Owner constitutes a sworn statement. However, GCS may request, at any time, supporting documentation or additional information to complete or verify the information provided by a User or Cardholder, including after the Cardholder exceeds certain monthly transaction amounts.

3.4. GCS may reject, suspend, or cancel a Virtual and/or Physical Prepaid Card application if it detects inconsistencies in the data or documentation provided by a User or Cardholder, or if the User or Cardholder fails to provide the requested additional data or documentation. Furthermore, GCS may, at its sole discretion, reject any Virtual and/or Physical Prepaid Card application without providing a justification to the User.

3.5. Applying for a Physical Prepaid Card does not imply applying for a Virtual Prepaid Card, nor vice versa. Issuance of a Physical Prepaid Card does not imply that GCS is obligated to accept a Virtual Prepaid Card application, and vice versa.

4. Shipping and Receipt

4.1. The physical Prepaid Card will be delivered in person at authorized points of sale to Users or Cardholders, to any individual of legal age. If the packaging containing the physical Prepaid Card is damaged or tampered with, the User or Cardholder must refuse delivery and request a new card at the point of sale.

4.2. The physical Prepaid Card may also be sent to the User’s or Cardholder’s address, provided that GCS offers this home delivery service.

4.3. GCS may apply fees for issuing, reissuing, and/or replacing Prepaid Cards, as well as for providing the home delivery service. These fees will be communicated to the User at the time of application and through the fee schedule (the “Fee Schedule”).

5. Validity of Prepaid Cards

5.1. All Prepaid Cards will have a validity period of no less than one year from the date the card is delivered to the user (the “Validity Period”), without prejudice to GCS’s right to suspend and/or cancel it at any time at its discretion, with or without prior notice to the User, and without prejudice to the User’s right to suspend and/or cancel it at any time. GCS may cancel any Prepaid Card if it is not used for a period of six months or more, without prior notice to the Cardholder. In any case, it is understood that the User is agreeing to the Validity Period of the Prepaid Card upon receiving it without making any objection.

5.2. Upon expiration of the Validity Period, the Prepaid Card will be automatically canceled. The user must go to a GCS-authorized location to request a new physical Prepaid Card if desired (replacement may incur a fee, which can be viewed in the FEE SCHEDULE section of the USER WEBSITE, or to withdraw funds from their card).

5.3 We may choose to send it directly to the customer’s home without prior notice and charge a fee.

5.4 In the case of a virtual card, it will be generated automatically.

5.5 If there are any pending transactions and the card has expired, it will be charged.

6. Fees

6.1. The fees applicable to obtaining and using any of the Prepaid Cards are available for consultation at any time in the Fee Schedule (the “Fees”).

6.2. The fees applicable to obtaining and using any of the Prepaid Cards will also always be available for consultation at GCS-authorized locations.

6.3. ATM withdrawals may be subject to additional fees applied directly by the ATM operators, without GCS involvement. These fees can also be viewed by users and/or cardholders in the Fee Schedule available on the User Website.

7. Cancellation or Suspension of Prepaid Cards

7.1. Users may request the voluntary cancellation of their physical and/or virtual Prepaid Cards at any time through the channels provided by GCS.

7.2. Furthermore, physical and/or virtual Prepaid Cards will be canceled or suspended, without limitation, in the following cases: (i) report of damage, loss, theft, or robbery of the Prepaid Cards by the Cardholder, (ii) court order or order from a competent authority, (iii) suspicion of fraud, illegal or prohibited use at the sole discretion of GCS or Visa, (iv) suspension or cancellation of the Card, (v) failure to provide GCS with requested information or documentation, and (vi) breach of these terms and conditions.

7.3 If there is a pending transaction with a date after the cancellation or suspension, the customer is responsible for honoring it. This also applies to fees.

8. Reporting Loss, Theft, Robbery, Cancellation, and New Issuance of Prepaid Cards

8.1. The User must immediately notify GCS, by any available means, of the loss, theft, robbery, or misuse of any Prepaid Card. A Prepaid Card reported as lost, stolen, or misused will be canceled and cannot be reactivated.

8.2. The User will be solely responsible for the use of their Prepaid Cards until they report the event and receive confirmation of the cancellation of the corresponding Prepaid Card from GCS. GCS and Visa will not be liable under any circumstances for the use of Prepaid Cards before their effective cancellation.

8.3. Once canceled, the issuance of a new Prepaid Card may be subject to reissuance and/or replacement fees, as indicated in the Fee Schedule.

8.4. Any transaction after the date of the report of loss, theft, cancellation, or new card will be subject to these fees. The client must pay for the mission, including any associated fees.

9. PEP and Source of Funds Affidavit

9.1. Global Collection Services S.A. is a Reporting Entity to the Financial Information Unit (“UIF”), pursuant to Resolution 200/2024. Therefore, and in compliance with current regulations regarding the Prevention of Money Laundering and Terrorist Financing (“AML/CFT”), it is obligated to collect certain information and/or documentation from Users, which must be kept up-to-date, to comply with processes of identification, verification, due diligence, and monitoring of Users and their operations, which may vary according to the User’s activity.

UIF Resolution 192/2024 – POLITICALLY EXPOSED PERSONS: Pursuant to the requirements of the PEP Regulations (Art. 8, UIF Resolution 192/2024), we are informing you of its content so that you can indicate whether you are included in the list of persons established in the Articles. 1 to 4, declaring accordingly before carrying out your transaction. The following are considered politically exposed persons (PEPs) and must declare themselves as such, in accordance with Articles 1 to 4 of UIF Resolution 192/2024:

Public officials of foreign countries who are or have been, within the last two years, such as:

  • Head of State, Government, Governor, Minister, Secretary of State, Member of Parliament, Member of the Legislative Branch, Judge or Magistrate of a high judicial or administrative instance, Ambassador or Consul, or any of these equivalents
  • Authority, representative, or member of the oversight body of a foreign political party
  • Officer of the Armed Forces from the rank of Colonel or equivalent, or of the Public Security Forces from the rank of Commissioner or equivalent
  • Member of the oversight body of a state-owned enterprise, or of a company in which the State has a stake equal to or greater than 20% of the capital or voting rights to exercise control of the company
  • President, Vice President, Director, Governor, Board Member, Trustee, or equivalent of oversight bodies in the financial sector
  • Ambassador, Consul, Representative, Management Member, or Attorney-in-Fact and equivalents of an international organization or body

National, provincial, municipal, or City of Buenos Aires (CABA) public officials who are part of the executive, legislative, and/or judicial branches in any of these jurisdictions, such as:

  • National Ambassador or Consul
  • Highest authority of the Armed Forces, the Argentine Federal Police, the National Gendarmerie, the Argentine Naval Prefecture, the Federal Penitentiary Service, or the Airport Security Police, or their equivalent in the provinces or in CABA
  • Rector or Dean of National or Provincial Universities
  • Highest authority of a state agency responsible for granting licenses, permits, or concessions, or for their oversight
  • Highest authority of public service regulatory agencies, at the national, provincial, or CABA level
  • Authority, representative, or candidate of political parties or electoral alliances
  • Authority of the oversight bodies of labor unions that may decide, administer, dispose of, or control union funds
  • Authority, representative, member of oversight bodies or committees of social welfare organizations

Individuals who have a relationship of cohabitation, marriage, or familial ties such as mother, father, sibling(s), child(ren), parent-in-law, son/daughter-in-law, or sister/in-law, or who have a formal or informal business relationship with any of the aforementioned individuals

9.2. The User expressly acknowledges and accepts that GCS, in its capacity as an Obligated Entity, may share the User’s information and documentation files with other companies within the same economic group in order to comply with regulatory obligations.

10. Customer Service Channels

10.1. GCS provides the Cardholder with various customer service channels to clarify any doubts or make inquiries related to Prepaid Cards. The Cardholder can obtain assistance in the Help section of the USER WEBSITE.

11. Transactions Abroad

11.1. The exchange rate used for converting foreign currency to pesos for transactions made with Prepaid Cards abroad will be the rate set by Visa for this type of transaction on the day the transaction is made. This will be the selling exchange rate for electronic channels published by Banco de la Nación Argentina on the same business day as the payment date, or the immediately preceding business day if the payment is made on a non-business day.

11.2. GCS does not intervene in setting any exchange rate for this type of transaction abroad.

12. GCS Limitation of Liability

12.1. GCS does not guarantee uninterrupted access to the Prepaid Card usage channels, which may be unavailable due to technical issues, internet outages, Visa network unavailability, unavailability of ATMs or withdrawal points connected to the network, or any other reason, even those beyond GCS’s control.

12.2. Users or Cardholders release GCS from all liability for direct damages, lost profits, or any other damages or losses that the Cardholder may suffer in connection with transactions made, rejected, or restricted with the Prepaid Cards.

12.3 We are not responsible for any issues arising from the Visa network outage or ATM network failure, or any other channel through which the customer may conduct a transaction.

12.4 We are also not responsible for the security measures implemented by each channel or by the Argentine government.

13. GCS as a Non-Financial Credit Provider

13.1 GCS is not authorized to operate as a financial institution by the Central Bank of the Argentine Republic. GCS does not provide the user with any banking or foreign exchange services. Funds deposited on the User’s Card do not constitute deposits in a financial institution, nor do they have any of the guarantees that such deposits may enjoy under applicable legislation and regulations governing deposits in financial institutions.

13.2 GCS is an entity authorized by the Central Bank of the Argentine Republic to provide services as a Non-Financial Credit Provider, within the scope established for the issuance of Prepaid Cards.

14. User Personal Information

14.1 The User understands and acknowledges that in order to acquire and use the Prepaid Card, they must provide personal information that will be shared, if necessary, with the various local or international companies involved in any of the processes associated with registration, balance management, and transaction authorization.

14.2 The User agrees to be contacted at the email address and/or telephone number provided at the time of prepaid card account registration.

14.3 The User agrees to receive promotional material via email and/or telephone and may revoke this consent by requesting to unsubscribe on the USER WEBSITE.

14.4 The User authorizes GCS to disclose information to third parties regarding the Prepaid Card or the transactions carried out with it:

(1) when necessary to enable transactions with Prepaid Cards;

(2) to verify the existence and status of the Prepaid Card for a third party, such as a merchant; (3) to comply with court orders or government agency orders, or other legal reporting requirements;

(4) if the User grants written permission;

(5) to GCS employees, auditors, subsidiaries, or service providers, as necessary; or

(6) as necessary to fulfill GCS’s obligations under these terms and conditions.

The User grants their free, express, and informed consent to GCS for the collection, processing, and handling of their personal data in accordance with the provisions of Law No. 25,326 on Personal Data Protection and the regulations issued by the Public Information Access Agency. The Data Subject understands and accepts that their personal data will be collected and processed for the following purposes related to the Card. The Data Subject acknowledges and consents that their personal data may be transferred to third parties, including entities located in jurisdictions that may not provide the same level of data protection as Argentina. Furthermore, you authorize the sharing of your information and the documentation that makes up your customer file with companies that are part of the GCS Group (understood as two or more Obligated Entities included in Article 20 of Law No. 25,246, as amended and supplemented, linked by a relationship of control or belonging to the same economic and/or corporate organization).

The Data Subject acknowledges being informed of their rights to access, rectify, update, and delete their personal data, as well as to object to the processing of their data for specific purposes. These rights can be exercised by contacting [_].

Legal Processes

GCS will be obligated to comply with all legal processes, including, without limitation, any court order, attachment order, or enforcement order that GCS considers legally valid in relation to the Prepaid Card. The User agrees that GCS must respect any valid legal process and that GCS will have no liability to the user for complying with such legal processes.

Other Terms

GCS reserves the right to modify or change these terms, and in such case, must notify you of any modifications or changes in accordance with applicable law before the effective date of the change. However, if the change is made for security reasons, GCS may implement said change without prior notice. Such change will be published through channels that GCS deems appropriate.
